PCBs with more than 2 copper layers are called MULTI layer PCBs. In multi layer PCB technology, the TOP copper layer and the BOTTOM copper are called OUTER layers. It is useful to name these layers as OUTER layers than in the PCB manufacturing process OUTER layers are processed differently and at a later stage then the other copper layers.
